How to Address and Mail APO, FPO & DPO Military Mail (2026 Guide)
Military mail is priced as domestic mail — one Forever stamp reaches an APO overseas. Here is the correct address format, the customs-form trigger, and the 2026 holiday deadlines.
A letter mailed to a service member in Germany, Japan, or aboard a ship is priced as if it were going to the next state. That is not a loophole — it is written into USPS policy: ship to an APO, FPO, or DPO address and you pay domestic prices, even when the mail physically travels overseas. For anyone mailing holiday cards or care packages, it is the best deal in the domestic price list.
The catch is that military mail has its own addressing standard, its own customs trigger, and a holiday calendar that runs weeks ahead of the domestic one. Get any of those wrong and the piece comes back to you — sometimes three weeks later, when it is too late to fix. This guide covers the addressing format in the Domestic Mail Manual, what postage to use, exactly when a customs form is required, and the 2026 holiday deadlines USPS published on September 22.

Why Military Mail Is Priced as Domestic Mail
USPS treats military and diplomatic Post Offices as part of the domestic network. As the Postal Service puts it on its military and diplomatic mail page, you can ship care packages to military addresses at domestic prices, even if you are sending mail overseas. In practice, an APO in Germany is priced like a ZIP Code in Ohio, which is why a single Forever stamp covers a 1-ounce letter anywhere in the world a U.S. service member is stationed.
This is also why you should not reach for a Global Forever stamp for military addresses. A Global Forever stamp costs more because it pays the international letter rate; an APO address is domestic mail and only needs ordinary, nondenominated Forever postage. If you routinely mail both, the simplest approach is to keep a stock of regular Forever stamps and reserve Global Forever stamps for genuine foreign addresses — the difference is explained in our guide to Global Forever stamps.
How to Write an APO, FPO, or DPO Address
Under DMM 703.2.3, an APO/FPO/DPO address must follow the ordinary domestic address format while adding the correct military designation — “AA” (Armed Forces Americas), “AE” (Armed Forces Europe), or “AP” (Armed Forces Pacific). Those two-letter codes are not optional decorations; they correspond to the ZIP Code prefix and tell the network where to route the mail.
| Designation | Means | 3-digit ZIP Code prefix |
| AA | Armed Forces Americas | 340 |
| AE | Armed Forces Europe | 090–098 |
| AP | Armed Forces Pacific | 962–966 |
Build the address on these lines:
| Line | What goes there | Example |
| 1 | Full name and rank (or job title) | PFC JOHN DOE |
| 2 | Unit or PSC and box number | PSC 3 BOX 4120 |
| 3 | APO / FPO / DPO, then AA / AE / AP, then ZIP | APO AE 09021 |
| 4 (return) | Your own complete U.S. return address | Always required |
Three correctly formatted examples, straight from the USPS military mail page:
- Army / Air Post Office (APO) — PFC JOHN DOE, PSC 3 BOX 4120, APO AE 09021
- Fleet Post Office (FPO) — SEAMAN JOSEPH SMITH, UNIT 100100 BOX 4120, FPO AP 96691
- Diplomatic Post Office (DPO) — JOHN ADAMS, UNIT 8400 BOX 0000, DPO AE 09498-0048
Note the ninth digit on the DPO example. Where you have it, use the full ZIP+4 — USPS asks for the 9-digit ZIP Code on military addresses, and it is one of the cheapest ways to avoid a mis-route. If you are unsure how ZIP+4 differs from a plain 5-digit code, the same logic is covered in our apartment and PO Box address format guide.
Three Address Mistakes That Send Military Mail Back
1. Adding a city or country
Writing “APO AE 09123, Germany” seems helpful and is actively harmful. USPS is explicit that APO/FPO/DPO addresses must not include a foreign city or country name, because doing so can push the piece into a foreign mail network — where it is treated as international mail, repriced, or returned.
2. Addressing it to “Any Service Member”
Mail addressed to “Any Servicemember,” “Any Soldier,” “Any Sailor,” “Any Airman,” “Any Marine,” or “Military Mail” is prohibited. It must be addressed to an individual, or to a job title such as “Commander” or “Commanding Officer.” If you want to support an unknown service member, use an organized program rather than a stamped envelope.
3. No return address
USPS requires a return address on every APO/FPO/DPO shipment. Without one, an undeliverable piece has nowhere to go and is far more likely to be disposed of than returned.
What Postage to Use
Because military mail is priced domestically, the ordinary retail tables apply. These are the First-Class Mail prices from Notice 123, effective October 4, 2026:
| Mailpiece | Weight | Price | Stamps to apply |
| Letter (stamped) | 1 oz | $0.82 | 1 Forever stamp |
| Letter (stamped) | 2 oz | $1.11 | 1 Forever + one additional-ounce stamp |
| Letter (stamped) | 3 oz | $1.40 | 1 Forever + two additional-ounce stamps |
| Letter (stamped) | 3.5 oz | $1.69 | 1 Forever + three additional-ounce stamps |
| Large envelope (flat) | 1 oz | $1.69 | 2 Forever stamps + 5¢ |
| Large envelope (flat) | 13 oz | $5.24 | 6 Forever + three 10¢ + one 2¢ stamp |
| Postcard | — | $0.65 | 1 postcard stamp, or 1 Forever stamp |
Two of those rows are worth committing to memory. A standard card or letter to a deployed service member costs exactly one Forever stamp — the same as mailing it across town. And a padded flat weighing up to 13 ounces tops out at $5.24, because flats are priced per ounce rather than as parcels. That is a substantial saving over parcel pricing, and it is the same trick explained in our envelope sizes and postage guide.
If your envelope is square, rigid, lumpy, or has a clasp, add the $0.49 nonmachinable surcharge on top of the letter price. Holiday cards are the usual victim, and we cover it in detail in the nonmachinable surcharge explainer.
When a Customs Form Is Required — and the Stamps Trap
This is the section most senders get wrong. Under DMM 703.2.7, a customs declaration is not required for a piece weighing less than 16 ounces that contains no goods. Letters, photographs, and documents fall into that exemption, which is why a plain stamped envelope to an APO needs nothing extra.
A customs form is required when either condition is true:
- The mailpiece weighs 16 ounces or more — regardless of contents, value, shape, or mail class; or
- The mailpiece contains goods — regardless of weight, including a care package of snacks or toiletries.
For Priority Mail Express to or from an APO or FPO, a computer-generated PS Form 2976-B is required no matter how light or worthless the contents. For everything else, the form is a computer-generated PS Form 2976 (or PS Form 2976-A if you prefer). At a retail counter you hand over a completed paper PS Form 2976-R, and the associate enters the data and prints the official form for you.
The stamps trap: DMM 703.2.5.2 states that any item bearing a customs form and paid with only postage stamps must be presented to a USPS employee at a Post Office retail service counter. You cannot drop it in a blue box or hand it to your carrier, and USPS will return improperly presented items to the sender. So if your care package is heavy enough to need a customs form, plan on a counter visit — and expect the clerk to have to process it even if the postage is already stuck on.
2026 Holiday Deadlines for Military Mail
USPS published its recommended holiday send-by dates on September 22, 2026; the full domestic, international, and military tables are on the 2026 USPS holiday shipping deadlines page. The military calendar is far more aggressive than the domestic one, because surface and air transport to overseas bases adds weeks.
| Service | Recommended send-by date | Applies to |
| USPS Ground Advantage | Wednesday, Nov. 4 | All APO / FPO / DPO ZIP groups |
| First-Class Mail | Wednesday, Dec. 9 | All APO / FPO / DPO ZIP groups |
| Priority Mail | Wednesday, Dec. 9 | All APO / FPO / DPO ZIP groups |
| Priority Mail Express Military (PMEMS) | Wednesday, Dec. 16 | Not available for AE ZIP 093; confirm locally |
For comparison, the domestic U.S. deadline is Thursday, Dec. 17 for First-Class Mail and Ground Advantage, Friday, Dec. 18 for Priority Mail, and Saturday, Dec. 19 for Priority Mail Express. Military mail therefore needs to leave roughly one to six weeks earlier depending on service. If the Nov. 4 Ground Advantage date has already passed by the time you read this, First-Class Mail and Priority Mail (both Dec. 9) are the practical fallback for letters and cards, with PMEMS (Dec. 16) as the last option where it is offered.
One more wrinkle for 2026: Hanukkah runs Dec. 4–12 this year, noticeably earlier than Christmas. USPS flags this directly on its holiday page, so cards intended for Hanukkah should go out well before the Christmas dates. Our Christmas card postage guide has the full domestic table and the card-specific surcharges.
Size, Weight, and Content Limits
- DPO packages must not exceed 27 inches long, 14 inches wide, or 14 inches high.
- Country-specific restrictions apply. Items that are perfectly legal domestically — pork products, coffee, certain medicines, alcoholic beverages, aerosols — are prohibited at many overseas locations. Check the APO/FPO/DPO Restrictions Tool for the exact 5-digit ZIP Code before you pack.
- EU shipments: from July 1, 2026, packages containing merchandise valued up to €150 destined for countries following European Union customs rules may face new import duties and requirements.
- Free supplies: the Priority Mail APO/FPO Large Flat Rate Box can be ordered free from The Postal Store and delivered to your door by your carrier.
- Proof of mailing date: if the postmark date matters — for ballots, legal documents, or a deadline — ask a retail associate to hand-cancel the piece at the counter. It is free, and it is the only way to guarantee that day’s postmark.
A Seven-Point Checklist Before You Ship
- Confirm the exact name, rank, and unit — never “Any Service Member.”
- Write APO / FPO / DPO plus AA, AE, or AP. Delete any city or country.
- Add your complete U.S. return address.
- Weigh the finished piece. Over 16 oz, or containing any goods, means a customs form.
- Apply full postage — including the $0.49 nonmachinable surcharge if the envelope is square or rigid.
- Drop stamped items without customs forms in any collection box; take anything with a customs form to a retail counter.
- Mail before Dec. 9 for Christmas delivery, or before early December for Hanukkah.
Frequently Asked Questions
Do I need a Global Forever stamp to mail a letter to an APO address?
No. APO, FPO, and DPO addresses are priced as domestic mail, so an ordinary Forever stamp covers a 1-ounce letter. Global Forever stamps are only needed for genuine international addresses, where the letter rate is higher.
Can I put a city or country name on a military address “just to be safe”?
No. DMM 703.2.3 requires that APO/FPO/DPO addresses not include a foreign city or country name. Adding one risks the piece entering a foreign mail network, which leads to repricing or return.
How many Forever stamps do I need for a 2-ounce letter to a service member?
A 2-ounce stamped letter costs $1.11. One Forever stamp ($0.82) plus one additional-ounce stamp ($0.29) covers it exactly. Two Forever stamps also work but overpay by 53 cents. Our how many Forever stamps guide has the full conversion table.
Does a Christmas card to an APO need a customs form?
Usually not. A card under 16 ounces that contains no goods is exempt. Add anything with commercial value — even a small gift card or a pair of socks — and the piece contains goods, which triggers the customs form requirement regardless of weight.
Can I use stamps on a care package that needs a customs form?
You can pay with stamps, but DMM 703.2.5.2 requires the piece to be presented to a USPS employee at a retail counter. It cannot go into a collection box or be handed to your carrier, and improperly presented items are returned to the sender.
What is the last day to mail a Christmas card to an APO in 2026?
Wednesday, Dec. 9 for First-Class Mail and Priority Mail, per the USPS holiday dates published September 22, 2026. Priority Mail Express Military Service extends to Wednesday, Dec. 16 where it is available.
Why did my military package come back to me?
The three most common causes are a city or country name in the address, a missing or incomplete return address, and prohibited contents for that specific ZIP Code. Weight-driven returns are also common when a piece over 10 ounces paid entirely with stamps was left in a collection box — the rules for that are covered in our companion article on using stamps on packages.
Stock Up Before the December Rush
Military mail is the one place where a single Forever stamp still reaches across an ocean, and the December 9 deadline arrives faster than most people expect. Postage is the part you can settle today. Our holiday stamps cover cards and letters, and if you mail to more than one service member — or send care packages for a whole unit — the wholesale Forever stamp category brings the per-piece cost down to as little as 15 cents.
