About the Lunar New Year series:
USPS has celebrated the Lunar New Year with a dedicated series since 1992, issuing a new design for each animal of the zodiac. The Year of the Rat issue is part of that ongoing series, and is popular for Lunar New Year cards, red envelopes, invitations and everyday mailing.

Why buy Forever stamps in bulk?
Forever stamps never expire. Buying a bulk lot before a USPS rate increase locks in today’s postage price for all future mailing — a practical hedge for households, small offices, and anyone who mails regularly.
